Since 1995, The Viola Startzman Clinic (VSC) has provided high-quality comprehensive medical and dental care, sexual and reproductive health, wellness education, medications, specialty health services, and resources for daily needs at no charge to qualifying patients. Today, it has expanded to accept patients with Medicaid, Medicare, and other insurance plans. The clinic became accredited as a Rural Health Clinic in July 2017.
While anyone can access care at The VSC, our mission is to serve as a safety net for lower income patients who struggle to access care in other places. Most insurances are accepted, as are self-pay patients. If you are uninsured or have a high deductible and cannot afford your care, we offer a “Charitable Care Program”, which provides discounted or even free care to qualifying patients. To qualify for free or discounted care, patients must live in Wayne or Holmes Counties and provide documentation to prove your household income is at or below 250% of the federal poverty level.
The VSC is a member of the Charitable Healthcare Network (Formerly Ohio Association of Free Clinics), the National Association of Free & Charitable Clinics, and the National Association of Rural Health Clinics.

The Viola Startzman Clinic began as a free clinic, and is still deeply committed to providing affordable high quality care. To obtain free or discounted care at The Viola Startzman Clinic, you must be a resident of Wayne or Holmes Counties and schedule an appointment with our Case Manager to complete the application process, in order to determine eligibility. Once eligibility is determined, our Charitable Care Policy provides free or discounted care to patients with a household income at or below 250% of the current Federal Poverty Guidelines.
All care at The VSC is confidential. If you don’t want your visit showing up on your insurance, just let us know during your appointment. We ensure your visit is affordable and private.
